Yeah it is an activated ability and can be stopped by {Phyrexian Revoker}.

What about when equip a creature, is it considered targeting like in case you want to target a creature equipped with {livewire lash}

It is targeting, so you can't equip a creature with Shroud. But {Livewire Lash} only cares about spells, which equipment is not.

"[Cost]: [Effect]" = Activated Ability.

"[Cost]" can even just mean {T}, hence why all "{T}:" abilities are Activated Abilities..
