So a werewolf transforms only if a spell is not cast the turn before. Does this include creatures as spells?

Everything is a spell but land. I used to think they were only instant or sorceries

Alright thanks! Does that mean that "counter target spell" can counter someone from putting a creature out?

It certainly does. The card would go straight to the graveyard instead of the battlefield.

In relation to werewolves, though, it still counts against spells cast during the turn. It's just not the one your opponent had in mind XD
Even if a spell gets countered, it still counts towards the number of spells cast, yes.

Now to clarify the second phase of transformation:

The two spell transformation. The two spells must be played by the same person. It doesn't count if your opponent casts something and you counter/kill it
