They got banned in modern because they did not want another age of ravager-affinity which dominated the standard format when mirroden was standard legal. Wizards felt that keeping darksteel citadel was a fair enough trade off. But that's why.

Still banned in modern. All of the artifact lands are legal elsewhere after modern.

Why is that one legal, but {Seat of the Synod} or {Vault of Whispers} banned?

Other way 'round. Restricted in Vintage, banned in Legacy. Legacy is all-or-none, no restricted cards.
