If I control an {angel of jubilation} + {norn's annex} and an opponents deck can't not produce white dose that mean they cannot attack me?

Correct. Unless they can produce white mana you are safe.

Sorry Thorn, but they are neither casting a spell or activating an ability. They can still pay costs.
