{Noxious Hatchling} + {Torpur Orb}???

They do not interract in any way unless a third card is involved.

If you are talking about it not entering with counters, here's what counts:

If it said "when it enters the battlefield, put x counters...", then the orb would stop the counters. But it says that it enters the battlefield with them already on, just like the other abilities in its rules text. So torpor orb won't affect anything here.

It says if you cast a black or green spell then remove the counters.

If those spells were creatures, then the Torper orb would stop him from losing a -1/-1

Nope cause the spell casting knocks of the counter not the resolution of the creature. {Torpor orb} prevents something like {Champion of Lamholts} ability

Wouldn't the same be said for {Vexing Devil}? You can't pay life to get rid of him with Torper orb.

If you want him to not enter the battlefield with counters, use {melira sylvok outcast }

Melira wouldn't work she says creatures can't have them Placed butt the hatchling enters play with them on it

correct vexing devil will simply be a 4/3 if you already have a torpor orb. noxious hatchling does not interact with torpor orb at all.
