Since {Gideon Jura} was rereleased in m12, can I use the rise of the eldrazi {Gideon Jura} in standard?

Yes. You can use any forms of a card as long as there is a form of that card is in standerd now. So if i want to use serra angek i could use the duel deck version. So yes you can use reise of the eldrazi gideon. (if i am wrong someone will correct me)

I'm not so sure. The reprints are generally printed to bring the card into standard, with other standard cards to play off of them. I don't believe {jace, mind sculptor} is standard any longer. So I'm pretty sure we're stuck with m12 Gideon.

The official rule is that you can use any card that has the EXACT same name as a card that is legal in that format.
For Example, you can use your Unlimited printing of {Birds of Paradise} since it was reprinted in M12.

What if the name is the same but, there is a change in the casting cost? From the older card to the newer card?

Give an example... Usually if the casting cost has changed, the card itself has changed.

If a card was misprinted with the wrong cost (very rare, but it exists in some of he very first sets), go by the more recent card printing. When in doubt, check Gather on the official MtG site.
