Why isn't nefarox mythic? Aren't most newer legendaries mythics?

Mostly, but that beside the point, there are not usually legendaries in core sers

I think you may be right! I have a screenshot of DotP that has a {Silent Arbiter} in the hand.

WotC tends not to add new themes to core sets. If you see a multicolored card it will most likely be a reprint.
