Not sure how this will work but {panoptic mirror} and {eternal dominion} will you be getting one more permenant than last turn each time or no?

Panoptic mirror lets you cast the spell.  Epic says you can't.  Can't trumps Can.  Only one per turn.

The first time you cast a spell with Epic, you can't cast another spell, no matter the situation.

no, the only way to get extra mileage out of epic spells is with copy ABILITIES like {echo mage} and {uyo silent prophet} when the epic spell is cast.

Yep, as long as it doesn't say "cast the copy" like a few of them do.

It's not exactly taking their whole deck, but if you have {paradox haze} on the battlefield before casting {eternal dominion}, you do get to use it twice per turn.
