Is there any decks out there geared towards Tibalt that actually work? Haha

The duel deck has the right idea, I think. It's just impossible to not ditch the wrong cards.
(Discard the fatty and not the resurrect spell is hard, unless you have some good hand manipulation).

I was hoping after all these years someone had finally gotten a use out of the cheapest planeswalker! Oh well!

You could build around him using reanimation as a strategy, working with {sensei's divining top} and {scroll rack} sort of effects to keep you from discarding key cards. Make sure you draw something you can afford to lose, then top into your key cards. Scry could work on a budget.

Counting the pointy horned bastard doesn't discard your reanimation spells and scry tools and leave you the big old fatties...
Just use the tools so you know that whatever is in your hand, you can afford to lose. He can be build around, just like a copy the sables EDH is possible. Pretty sure it decreases effectiveness due to the effort needed to work around Tibby's random, though.

How about delver plus {runechanter's pike} plus lots of spells with flashback and {burning vengeance}.

He's not horrible with Madness, flashback and Unearth. However, the problem is that you never really want to +1 and his other two abilities just...aren't worth working towards 9/10 times. I'm debating running him in a sac and grab type deck, but it's probably just not worth it. Honestly the best use I've had of him is with an empty hand. If he wasn't at random, I'd play the crap out of him.
