is {Ugin, Spirit Dragon} considered as colorless spell? planning to cast it while {Sanctum of Ugin} in field to fetch a colorless creature

Yup, color is determined by the Converted Mana Cost. Ogin costs 7 to play, all colorless... so he is a colorless spell.
