Ok 90% may be a slight exaggeration but a lot of the time would be accurate enough. Worst case scenario you are guaranteed to get a card with it where as thoughtseize and inquisition can occasionally miss. And you have so much discard it usually does end up as a thoughtseize and when it doesn't, you don't really mind that much because your deck has so much redundancy.

A lot of lists I see run {surgical extraction} any reason you aren't?

So I really enjoy playing the deck, the issue I have ran into is if there is any way to prevent the amazing top decks. Can we control those at all? Lol

Well, there is this thing called Mill ;)

You can lock the board down pretty well, especially post board when you can board in {leyline of sanctity} if you need to. You want both players to be top decking as early as possible and with liliana on the field they either play their card on their turn or lose it on yours. You can even use {funeral charm} on their draw step to make them discard their card before they can even play it. Some lucky top decks will happen but that's the way magic goes sometimes.

Sounds cool...seems bad with {Ensnaring Bridge} though.

There is really no need for it. You want to be in topdeck mode, and it is rare that it will be more than 1 card past turn 4 or 5.
