Goblin Pyromancer

example: I have a few goblin tokens and a  {Goblin Chirurgeon} On the battlefield. I cast  {Goblin Pyromancer}. Before the end step if I sac the Pyromancer to the chirurgeon will the "destroy all goblins" effect be negated or is it an ETB effect like the pump.

if you can kill the pyro before the end step then the goblins get the pump and his ability never touches the stack so he doesn't "go off"
