{Flinthoof Boar} is its color identity only green or is it recognized as red as well? If I had that liege that gives red creatures and green creatures a +1+1 would the boar get both power ups? I have had a ref say one thing and others say differently. I believe that's it is recongnized as both colors so recieves both power ups. A ruling please?

Well, there are a few things that weave through one another here that are seperate things.
First, there is color identity. It is used in commander decks to determine which cards are legal in your deck. This identity looks at all colors in the mana cost and in the rules text.
Due to its ability, {flinthoof boar} is both green and red for purposes of color identity.

Color identity is not used when determining a color of a creature for game rules purposes.
{Boartusk Liege} looks at the COLOR of a creature. This color is determined by the casting cost of a creature, and could be changed by color changing abilities, but this color is not changed by the mana cost of abilities a creature has.

I hope this is clears things up a bit. I know you asked for a ruling and I could quote the CR, let me know if it is still needed or if this suffices.

Thanks for the clarification!

One small clarification: a cards color isn't solely determined by its mana cost. See {transguild courier}. It's determined by a cards color indicator. See also {dryad arbor} who no longer has the text "this is green" on it, instead just a color indicator.

True. I decided to summarize this as "color changing effects", but you are spot on.
