What is a {hangarback walker} converted mama cost? Specifically versus {Ugin, the spirit dragons} second ability ?

Yeah, CMC = 0 once the walker leaves the stack. Not relevant for Ugin unless your walker's been painted, but  {Displacement Wave} will bounce walkers no matter how big they are.

The x In The case of tokens and a {Hangarback Walker} would be zero.

Well, tokens is a whole different story.
Tokens only get the attributes described by the ability creating them.
In the case of {Sprout}, the token is 1/1, green, and a saproling. No CMC, so things that check it get a 0.
In the case of {Splinter Twin}, the token is a copy of enchanted creature. So it gets all the copiable values of the enchanted creature, including mana cost. These tokens DO have a CMC.

Tokens aren't affected by Ugin and Wave? Am I reading that right? Oh the games I've lost....

No they(the tokens) are. Just ugin only hits colored permanents with his -x. Meaning he doesn't hit the hangerback or the thopers as they are colorless.

Tokens that are copies of a creature (with CMC) aren't at X=0. However, raise X high enough and they will be. (Except Ugin and colorless thopters)

So no cmc means 0 then. So {mycoloth}'s saprolings get scooped by ugin's -x?
