Phenax, the God of Deception and Infinite Reflections

If I enchanted a creature with Infinite Reflections and then cast Phenax, God of Deception with less than a devotion of 7 to blue and black would he be affected by Infinite Reflections? And if not would he be affected by Infinite Reflections when he did become a creature?

I believe he enters the battlefield as an enchantment then is checked if the devotion is enough to make it a creature. On when he becomes a creature he stays as Phenax, not the infinite reflections creature since it says whenever they enter they enter as a copy of enchanted creature.

Edit: Not sure what the interaction is if you have enough devotion when Phenax enters, but if he is already out and then infinite reflections enters he does become a copy.

From the ruling of {erebos, God of the dead}:

If a God enters the battlefield, your devotion to its color (including the mana symbols in the mana cost of the God itself) will determine if a creature entered the battlefield or not, for abilities that trigger whenever a creature enters the battlefield.

In other words: if your devotion isn't high enough, no creature will enter, the God will be itself.
If your devotion IS high enough, a creature enters, triggering {infinite reflections}. The God will be a copy.

Note that this is only checked on entering the battlefield. If you animate something, it won't suddenly become a copy. Same with the gods.
