Ok, goind by legacy rules. I have Vizkopa guildmage and exquisite blood on the battlefield. If I activate vizkopa guildmage's second ability, ( until end of turn whenever i gain life each opponent loses that much life) and some how my opponent loses life (triggering exquisite blood whenever an opponent looses life I gain that much life) will that start a loop where the life loss/gain from both cards keep triggering each other thus winning me the game?

So state-based checks sneak in between each trigger resolution? Is that what prevents this from going infinite for a draw?

Yes. Before anyone gets priority, state based actions are checked. Since both players have to pass priority before a trigger can resolve, SBAs will be checked at some point, forcing a win.

And FYI, rules are the same regardless of format. There's no such thing as "legacy rules." The only thing that changes format to format is banned and restricted lists and deck construction rules.
