He needs more mana ramp! And some  {Savage Ventmaw} would help him two!

Is it to increase mana production?

Because he claims that it would just take up space and in my history of playing with him, he only has mana problems when very unlucky

Mana ramp is when you achieve more mana than the allotted one land a turn would allow. I.e. {Elvish Mystic}, {Arbor Elf}, {Sol ring}, etc.

With the extra available mana gives him more powerful hydra faster ... And available way to keep up mana for "defense" on other persons turn

Easy on the {Sol ring}s. There's a good reason they are not allowed in pretty much any tournament deck except for Vintage, and even there just a one of.
