Draw a card > deal 1 to your opponent > draw 1 ... And on. Yes it works.

This combo has been made mention of a few times on these forums. Niv's damage loops the draw ability of {Curiosity} infinitely until you decide not to draw a card (Curiosity says "you may")

Trying to create an Infinte loop similar to Niv's, could go the merfolk rout but that would be a lot of cards......trying to keep it to 3 easily castable cards and {mind over matter} works since you can discard the card you draw to untap and keep doing damage but mind over matter is not very castable.

It would be in Mono-U.  I'd toss in an Elrdazi to make it infinite.  Otherwise, you're limited by how many cards are in your deck.
