Triggering heroic in the graveyard

If you target {agent of the fates} in the graveyard with {fated return} will heroic trigger? Iv looked in the rules for targeting and triggering and can't find a reason why this won't work but I think I'm missing something. Can someone please quote me a rule for this?

No, it's just a spell in the discard pile. Otherwise you would be able to activate abilities of things in the GY and that would change magic completely

Think of it like this. Heroic says "when you Cast a spell that targets this creature". By the time he is a creature (rather than a creature card), the spell has already been cast, and is in the middle of resolving.

As a rule of thumb, unless an ability says otherwise, or is a Characteristic-Defining Ability (like a creature with P/T */*), it only functions on the battlefield.
