Dragon Throne of Tarkir. And Ensoul artifact
I was trying to work out a combo with dragon throne. If I ensoul it Can I tap the creature to use the dragon thrones ability ?

Nope.

Only the equipped creature gets the ability, and you can't equip a creature to another creature.
