Well, this would work logically but for the fact the author explains the Eagles would never get close to Mount Doom from fear. The Eagles went as far as they would ever go in the book.

And yet they show up at mount doom anyway at the final battle to combat the nazghul

It's pretty much that or the world ends and from what I remember the eagles aren't stupid so they'll do what they gotta do. Even if it involves saving the day EVERY TIME gandalf is in any sort of trouble XD
