Cannot send PM to user

For some reason I cannot PM skyshadow

I am able to PM other members, but not him.

When replying to a PM from him, after I hit send, it refreshes with the same PM form, but has no name for the user, but still same body and subject?

I think he is serving his 10 days ban?

As a workaround, banned accounts should create an account for PMs only, and avoid posting in public threads to minimise risk of permanent banning and deletion of posts they write.
