I do not see butcher of the horde and stoke the flames being as good with so few creatures in the deck.  Sure elspeth can spam tokens but that is when you get that 6 CMC finally on the board.....and if you draw her

I don't like dictate, Palm, and 2 utter end in here.  Maybe add creatures in those spots?  Rabblemaster and maybe bloodsoaked champion?  Te champion can be sac'ed multiple times to butcher if needed and the rabble tokens can be as well.  Plus those creatures help your convoke on stoke

Not trying to do a traditional Mardu route, just wanna finish people off with DPALM and dictate combo, control until I can send lethal back at yor face for a satisfying M Night shamamalala win

I could drop some utter ends for champions though.
