Does this keep people from playing things?

No. {Possibility storm} exiles cards, they are then cast from exile, not from the GY or library. As such {gafdigger's cage} does not stop them from casting cards.

{Possibility storm} and  {Curse of Exhaustion} do prevent the cursed player from playing cards.

True, but Eidolon of Rhetoric also effects you, meaning you also can't play cards. It is why I perfer curse.
