Could I use {sliver hive}'s "tap to add one mana of any color to cast a sliver spell" ability to pay for the white mana in {hive stirrings}

No. Hive stirrings lacks the creature type of sliver. Therefore mana created by sliver give cannot be used To cast it.

Colored mana can't. The colorless mana can still be used
