I do not see the red mana to cast this card or any dragon, since {Progenitus} is a hydra

So blazing shoal is the only reason those 5 cards are there?

Yes. And they result in 1 turn kills.
Not Turn 1 kills, but from 0 poison counters to 10 in one turn.

Yes. It is a huge boost on the swing for the agent to end the game quickly.

Good luck killing them {Abrupt Decay} wasn't a card back then and he has counters for days!!
