Clarification question - I assume you are trying copy more mind's desires with howl? You need to cast Howl of the Horde BEFORE the spell you wish to copy, it does nothing after.

Regardless, I think your underlying question (correct me if I'm wrong) is asking if the copies also storm. The answer is they do not - storm happens "when you cast this spell," and copies from stuff like Howl of the horde are not cast, they are simply added to the stack.
