When a god has been out for a turn or two, then gets it's devotion, can it be used to attack and stuff that turn?

I'm sure this has been asked before, but I couldn't find it. Thanks for answering again!

Yes it can, since it was under your control at the beginning of your turn, (although an enchantment) he would be able to attack when he becomes a creature

Similar to {Orzhov Keyrune} becoming a creature for the turn

...and manlands, ({Mutavault}, {Stirring Wildwood}, {Treetop Village}) planeswalkers like {Gideon Jura} and {Sarkhan Dragonspeaker}, etc. as long as you have controlled it since the beginning of the turn, you are good to go.

well dragonspeaker has haste as a creature regardless so he can attack turn he enters

So I think {sarkhan, dragonspeaker} answers my next question by specifying haste...so that means those other cards can't become creatures that attack and tap the turn they come into play?

There is nothing preventing them from becoming creatures the turn they come into play. Once they become creatures, however, they will suffer summoning sickness.
