Would there be any way to buy outside of Paypal? (I'm not yet 18 and Paypal requires proof [a scanned copy of your birth certificate, etc.] to make an account).

Really?  It didn't when I made one.

When did you do it? I had a "student account" for years, but when I tried to get a real one a few weeks ago, which I could connect with my bank account, they wanted SSN, a scan of my birth certificate and some other nonsense.

Ummmm, if your bank has some kind of e-check or transfer, that might work. Other than that, I'm not really sure... Do your parents have a PayPal account that they'd let you use?
