I'm willing to believe that packaging errors happen. And I've seen a foil and non foil of the same card in a pack plenty of times. But two of the same non-foil rare? I've seen one person make that claim at my lgs, and he's the known cheater of the store, who of course did not tell/show anyone when it happened, only as his claim for having 7 non-foil rares in his deck at a sealed event.

The best I've done is Foil Kiora and normal {Brimass King of the Pussy} but that's just "normal" I suppose
