on all the deck lists people are talking about tier 1, 2,3 decks. what is this all about?

Its a level of how competitive decks are. A tier 1 deck is a deck that is among the strongest in its respective format. Tier 2 would be a little weaker but can still put up good results. Tier 3 is weaker and so on. Think of the word tier as level. Like a level 1 deck is better than level 2

Tier decks are competition levels. For example mine are the lowest tier (forgot what it is) since I suck at deck building.

The tiers are odd because 1 is better then 3.. But level 3 is better the level 1.. Haha

Tier is not necessarily how powerful a deck is. It can also be used to describe how popular a deck is.
