Tec Edge

I have 3 lands in play including a {Nephalias Drownyard} I play a {Ghost Quarter} and immediately Sac it to blow up my opponents {Tectonic Edge}. Can he respond to blow up my Drownyard?

Heres's what happens:  You play your land for the turn (special action), and you activate Ghost Quarter because you have priority.  Since you sacrifice it as part of the cost, by the time your opponent gets priority to activate their Tec Edge, you're back down to three lands, making them unable to activate it.
