{Constricting Sliver}
{Polymorphist's Jest}

So, I play the sliver, and exile my opponents creature. He decides to turn it to a frog with Jest, and then kill's it. What happens to his creature? My theory is that it is perma exiled as the sliver lost its ability. He thinks he gets it back soon as it's a frog.

He gets it back when your creature dies. It's still the same creature, just with a different type. It leaves the battlefield so his returns.

That was the latest theory on the rulings that I have heard discussed. The ability resolved when the creature entered the battlefield. When turned into the frog it's still the same creature. Nothing further needs to be activated to maintain the ability, so loss of it affects nothing. Once the creature dies the exiled creature is returned.

Here's what I found:

Card Text:
Sliver creatures you control have "When this creature enters the battlefield, you may exile target creature an opponent controls until this creature leaves the battlefield."

9/22/2011: Turn to Frog doesn't counter abilities that have already triggered or been activated. In particular, there is no way to cast this to stop a creature's "At the beginning of your upkeep" or "When this creature enters the battlefield" abilities from triggering.

From what I can deduce, the creature exiled by a sliver will still come back, based on wording. It is one triggered event. If it was worded such as {faceless butcher}, which has two triggered effects, then the creature is gone for good.

Remillo

The exiled creature will, in fact, come back.  The ability on Constricting Sliver (and Banishing Priest) sets up a return condition when it resolves: the creature leaving the battlefield.  Once the creature leaves the battlefield for any reason, the exiled creature is returned.  Losing the ability doesn't matter, since the return condition is set on the ability's resolution.

This would be different with a card like {Fiend Hunter}, where the return ability is actually a trigger when it leaves the battlefield.  If it gets Turned to Frog, it wont have the ability to trigger and return.  The Constricting Sliver/Banishing Priest wording is the new, 'fixed' version, and allows returning through Turn to Frog.

Remy for the win +1
Nymuera, well done and +1 for being right

Ty Llama, was just passing on what I had overheard on Limited Resources. Always glad to have a good discussion.
