No. Players can freely attack your planeswalkers with a {Propaganda} on the field. {Sphere of Safety} does protect your planeswalkers though, if that is your concern.

Question:
Isn't the cost of 2 incurred when the creature is declared as an attacker? Damage chosen for a planeswalker is selected in the last stage of combat?
