Alright well i only have 2 yrs of exp but. Would casting copies from a cipher or from an ability like meleks or chandra pyromasters count as casting it? In other words could it trigger guttersnipes effect or any othe tht says "whenever u cast an instant or sorcery spell blah blah blah"

no copying a spell isnt casting it. sometimes the ability will say " you may cast the copy". only situations like that will trigger {guttersnipe} if they say "cast".

Cipher specifically says you may cast a copy of the card, so yes, it'll trigger Guttersnipe.
