If I use divining top to draw card, then I use welder to swap the top for an artifact, do I still draw a card from divining top?

sure do. the draw is not dependant on putting {sensei's divining top} on top of library. if it was, it would be written similiarly to, "put sensei's diving top on top of your library. if you do, draw a card." otherwise the draw is not dependant on putting the top back on the top of library.

Thanks. If my target is another top, the activated ability is on the stack, will it look for legal targets named top to put on library and affect my new top?

nope. only that permanent. other tops will be unharmed.

That is incorrect.  You missed the "if all targets are still legal as this spell resolves". If you draw a card, you have to do the whole effect before anything else can happen, so it would be on top.  Then the target for the welder would be illegal, so it would fizzle.

ok, so i think you were reading his question literally and didnt see what he was trying to say. i think what he meant was: activate top's draw ability, with an empty stack. in response to draw ability, activate {goblin welder}. switch top with something else. welder ability resolves. then draw ability resolves.

Oh!  My apologies.  But why would you want to kill your own top?

He asked assuming he was trading with another top in the GY, giving him free draws.
