Oops lol anyways,

OP etb you choose either your creatures get +1/+1 until eot OR their creatures get -1/-1.

THEN!!

Say your opponent uses {Hero's Downfall} and kills OP you (OPs controller) choose a creature that an opponent controls. OP now haunts that creature.

THEN you top deck a {Heros Downfall} and kill the haunted creature. You now get to do the +1 or -1 thing again

That's pretty much it, but you can also Haunt a creature you control.  Think of it like the RTR block mechanic Cipher, but it triggers when the creature enters the battlefield and when the Haunted ('encoded') creature dies.
