If I try to equip a {runechanters pike} to a {phantasmal bear}, would I have to sac the bear?

yup. your targetting him with the equip ability.

The answer is yes:) even defending. Anything except global..

Attacking and defending creatures aren't targeted and don't target as a result of combat.
