Ideally I would like 1 more  {Liliana of the Veil} and 4  {Urborg, Tomb of Yawgmoth} but the  {Phyrexian Obliterator} cut a hole in my budget.

I would love some suggestions as this is the deck in going to use in a casual modern league with my local group

You wouldn't want 4 Uborg and probably shouldn't have 4 Nykthos, they are both legendary.

You should put 1 {exsanguinate} as a finisher if you run the shrine to nyx.

I agree on urborg but not on nykthos.  The new legend rule lets you use the first nykthos and then bring in a fresh one to sac the used and crack the new nykthos for that much more devotion mana.  It gets silly

I run a black devotion list. I recommend as many {Liliana of the Veil}s as you can afford. I currently run 4 in my build and she is always amazing. Also, {Victim of Night} is an amazing removal spell with next to no drawback in modern. Other suggestions include {Slaughter Pact} which makes twin matchups infinitely better and i run a one of {Griselbrand} which i occasionally cast off {Nykthos, Shrine to Nyx} and steal a game.
