It's only as expensive as you want to make it...

This is easily one of the most important things to remember. Most expensive cards have neutered alternatives, and as time goes on, you can always upgrade your deck, especially if you like it. Honestly the most expensive part is foils, because who doesn't like acquiring that 1 of foil for the EDH?

I don't think you need an expensive mana base. For one, it's supposed to be a casual, fun format. You can have a lot of fun and drop your WUBRG general only a turn later than usual most of the time with proper fixing, maybe even sooner with ramp. My playgroup has a lot of legacy players, but even with their dual lands I can hang. For example, running Erebos, I'll win at least 1/4 with a deck that cost less than $100(that's very cheap in the Magic realm). Could that deck use a $30 Urborg? Probably, but it's 1/99 and most of the time won't even notice.
Heck, my friend who runs decks like Jeleva only spends about $40 on his, and wins a fair share. The funny part about playing against $20+ creatures is that most of them die to Doom Blade, or are just as powerful on your side with Mind Control, both cheap uncommons.

If you think you need to spend $400 or more on a deck, you might want to rethink your deck. Besides, what are you up to win with that expensive deck? $20 dealer credit at an Open event? If you really want to play that deck, go on Cockatrice, where everyone's playing $200 Mana Crypts.

I have 4 1/2 (Currently building the 5th) EDH decks. Each one is worth quite a decent amount, and they're packed with foils and promos. I don't see any problem with building expensive EDH decks, but a fun deck can be made fairly cheaply and still be pretty competitive.

Don't let the fear of a price tag bar you from one of the most fun formats out there! Just remember that first comment, it is only as expensive as you want to make it. Pick any Legendary creature you'd like (With only a few exceptions, there are 6 Legends that are not allowed as a general) and start building dude!

Sparkle Ninja

My current cheapest deck is 4 bucks because it's {Borborygmos Enraged} with 99 lands

Dude can I steal that list for starter edh to see how the game runs?

Ptsgpbk

Also, does a general count as 1/100 cards in the deck?

Sure. The deck sits there for 8 turns but it always has a land drop

This sounds like a terribly boring deck that will lose a lot.

{Pacifism} will stop your deck before your commander can attack

MuggyWuggy

Never feel bad about the price of you're favorite EDH deck. This format is eternal!

Ptsgpbk

But is simplistic and cheap

MuggyWuggy

Turn 1-7 land drop.
Turn 8 commander
Doom blade commander
Turn 9 land drop
Turn 10 land drop
Play commander
Grave pact triggers
Sac your commander
Now he cost 12 to summon
