How exactly does this work?
Does it infinitely get cast if not countered?

Yep. Gets cast every single time it reaches zero time counters.

And since it exiles itself can it be countered?

Yes. When it gets cast from exile, it can be countered

But wouldn't it be exiled before the counter would resolve?

no? Here's how it rolls:
They cast it (suspend or no suspend, it still gets cast), puts itself onto the stack, you counter it. The exile part happens when it resolves.
