nope, that's not true- cards like that are simply nonfunctional. for example, {command tower} is indeed legal in legacy, but to quote Hanna: "it does nothing".

As for EDH, it will depend on what the independent council who make the rules for EDH says (http://mtgcommander.net/rules.php)
There rule thus far is, "Commander is played with vintage legal cards, with some exceptions." So.....?

It's the vintage masters set symbol; they're releasing all the new conspiracy cards in VM because conspiracy isn't being released online.

Check out Cedric Phillips article for vintage masters today on starcity games. Preview card is JtMS. Same set symbol as the cards listed in prior posts, when library, draw, and a few other words highlighted.
