No.

Propaganda is applying itself to the attack phase, where one declares attackers/targets of attack.

Kaalia's rules state: enter the battlefield tapped and attacking that opponent

So the creature has already bypassed the "attack" section of declaring attacks and is already attacking, as if the mana cost was paid
