Whrn you have training grounds on the battlefield and a creature like Geth who has an activated ability with X, can you pay 0 and get 2 for free, or do you have to put in at least one for X to get three.

The total cost can't be less than one mana, which would include the one black mana in the cost. You can choose X as 0, 1, or 2 and only pay one B.  Above that, you get a two mana discount on X.
