I have {Liliana of the Veil} in play and another in my hand, I use Liliana's ability to let my opponent sac a creature, then cast liliana and force my opponent to sac another creature. Is this legal?

Yes, the new lili enters as a new object that has not used a planeswalker ability this turn. You would have to sacrifice the old one for the uniqueness rule
