Pain seer/notion thief

If I have {notion thief} in play and my opponent untaps their {pain seer}, do either of us lose life?

No, and you would not get those card either. "Drawing" and "Putting a card into your hand" are not the same

If I had of read pain seer again I prob would have realized this...I was just thinking of pain seer as straight draw :/

Why would you not lose life though? I can agree with the "your not drawing" thing, but nothing's preventing the loss of life that I can see. What'd I miss?

I think notion thief would have no effect and pain seer would still work and they still lose the life equal to the converted mana:) I like the thought though.
