They were made with casuals in mind, just like always. EDH happens to be casual format; that doesn't mean the cards were designed for it specifically. Casuals love cards like {Worst Fears}, EDH notwithstanding.

Sets have always been this way. There are bad cards on purpose. There are overcosted, splashy cards, intended to excite casuals and get them to buy packs, on purpose. Only a small minority of cards are pushed for competitive Constructed play. None of this has changed.

I don't think he is as good as people think...he will likely hurt you just as much as he hurts your opponent, if not more.

He'll be a sideboard card for most control decks though
I think he is the wrong color to be effective.  Granted direct damage is {R}'s thing......but {R} typically relies on low CMC for a faster pace.  He will rock in a {R} control deck using things like {blood moon}.

But yes he will definitely do damage to yourself if you are not careful.  Put him in a stall deck with {ensnaring bridge} and maybe he shines.

I don't think most control decks will really want to have to spend (or even be able to spend) {R}{R} that early. In modern, control decks only splash red, and usually only run about 6-8 lands (at max) that produce red. In legacy, you will want blue as early as possible (for {Ponder}s, {Brainstorm}s, counterspells, etc.) so I don't really see people completely adjusting their mana bases and throwing off the consistency of their decks just to have it.
