is discarder deck competitive in modern?

The 4 CMC spectre is rather slow

You need more 2 for 1s, all your discard cards save raven's crime will lose you a card and your opponent a card, giving you no advantage

And theres 8rack, which is a hand control deck that wins with {the rack} and {megrim} type effects that is tier 2 but supposedly can do some serious work
