Hexproof and the stack

If i cast a card that has hexproof, does it have the ability on the stack, or just while its a permanent?

Hexproof only affects it while it is a permanent on the battlefield

702.11b "Hexproof" on a permanent means "This permanent can't be the target of spells or abilities your opponents control."
