i played {Crovax, Ascendant Hero}

then opponents turn:

can i use its ability? pay 2 life: return {Crovax, Ascendant Hero}

same with {Mogg Fanatic}

my turn:

play {Mogg Fanatic}

opponents turn:

example i blocked a 2/2 creature, can i sacrifice {Mogg Fanatic} to deal 1 damage to that creature?

Second situation: yes. Fanatic will block and then you can use it's ability to deal 1 damage to target creature/player.

As long as you had the creature under your control at the start of your turn, you may use its abilities.

If a creature as an ability using the tap symbol, it cannot be used unless it had been under your control continuously since the start of your most recent turn, unless it has haste.

All other abilities can be used immediately.
